Problems with unlocking Zacariah Nemo

Guys I seem to have a problem with unlocking Zacariah Nemo after the Boyond update. I've been in the Yoru sistem. I am max allied with the Party of Yoru. But I don't seem to get any messages or missions to unlock him. Does anyone know what can I do?

Try going to either orbitals Manning or cardin as ed seems to only issue engineer unlocks from outposts
