Procedural Generation and the Matrix

I was winged up with Chiggy yesterday and he was sharing his thoughts on procedural generation and the implications for the chances of discovering ELW's (that guy could write a book on the subject). I think it inappropriate to relate exactly what he said, as I suspect he will write a thesis on the subject at some point in the future and I have too much respect to steal his thunder. In that moment I felt like Keanu Reeves in the Matrix when he learns Kung Fu!
I know my own intellectual capacity is dwarfed by some of the members of this community and just wondered if anyone could explain the process itself.

Yes, hence why lots of things don't persist. =(

In that any changes you cause will just disappear because it's not compatible with "the algorithm", perhaps aka the architect!
