Engineers Professor Palin no longer visible after yesterdays server hiccup?

I don't have him unlocked, but I can certainly concur with the server hiccup you referred to! During that period of time, all the local stations that sell bulkhead upgrades for the Python were suddenly out of stock. When the server got reset or whatever happened on that end, it fixed this glitch and those missing bulkheads were back in the station inventories they were supposed to be in.
Sounds like just the opposite thing happened in your case. An asset that was previously in-game is now missing. This seems to be an ongoing theme with the 2.1 release and point update, going all the way back to the first days after the 26th of May, when many of the Rare items went missing from the Commodity Markets of the stations associated with them.
Don't know what is going on, but I have never seen so many instances of various in-game commodities, modules, NPCs etc. disappearing from the game without warning. Only to return later with no comment or explanation from FD as to what the heck is going on!

What is this BUG you are referring to? I have yet to get the Sirius Permit and was starting to wonder if something was glitched in my progress. I am comparing my PC progress to my much more advanced account over on the Xbox One. I recall having received the Sirius Permit much earlier than where I am presently in-game on my PC account.

I understand there being bugs with a new release, I can even excuse the lengthy time it is taking for them to fix this. But it would have been nice if this known issue was communicated better than just sticking it in a subforum and expect players check it, let alone know it exists.
I'm in this HUGE chunk of players that can't get the Sirius permit right now. Thank goodness I checked the forums so I wouldn't waste my time doing extra missions for them, or trying other stations. That said I'm pretty sure you will still need Allied with them when they do fix the issue so might as well grind that out.

I'm excited to get some on my Vulture and Eagle too.
Oh definitely need to get one on a c3 enhanced drive as well. 800 m/s is something I can't live without.
I was able to resolve this yesterday. Looks like the star and planet Palin is on disappeared from my discovered data. Had to do a D scan again on the system and it popped up. Odd considering i discovered it the day before and had handed in the data to UC. Must have not saved properly when the server hiccuped. Was able to put grade 5 dirty engines on my python. Boost of 425 now
