Newcomer / Intro Profile analyser causes hostile response... Why?

Here's video where I scan multiple people in the settlement without issues but then one of the guards starts attacking me:

Decided to test after couple of time it ruined my plans before. Don't understand the cause. Is it because they had bounty? But why other guards are into that too? In previous (undocumented) cases aggression started before I finished the scan, once aggression was from the other person from whom I was scanning (perhaps different causes?).

Ok I guess it is literally stated in the CODEX. Wish I documented previous cases, they seemed to have other nature...

Well, ship pilots seem to be much more laxed about this!

One of the tips that shows when the game is loading and the ship/character model is spinning says that using the profile analyser on someone with a bounty will provoke a hostile response. They have something to hide and don't like it being revealed.

The fact that you are one mode switch away from stealing their identity might also make people twitchy.
