I'll set the scene.
Lets assume you have set the guest limit to 2000 because you would like to still have some fps. Initially everything will be fine and the money comes in until the park is attracting 2000 guests.
You keep building new rides but the park can't accept more guests, so the running costs of everything starts to bankrupt you. So technically your profit is affected because of your computers performance.
If you then remove the guest limit the profit comes back but then the game gets unplayable because the fps tanks.
So my idea is to have a profit multiplier to keep the money flowing with a guest limit imposed. The game knows how many guests to generate for any given size of park. If the park would naturally attract say 4000 guests without a limit imposed, but you set a 2000 guest limit, the profit should be doubled to account for the guest limit. This would help to keep the game playable and your park profitable.
Can you think of any downsides to this idea?
