I've found a system where the "System Map" notes that a certain commodity is prohibited. However, once you are on the station, the item is listed in the "Commodities Market". Here's where it get weird...
If you fly to the station without the item, you get a full scan and the normal "carry on" message from the security service. If on the other hand you have that item on board, you get a " scan detected" message and nothing else; no "carry on" or "illegal cargo detected". You can then enter the station and sell the goods normally.
The profit margins at this station are huge.
