Prohibitted goods, but station has a supply of high?

Pulling into Tepertsi - Zander Dock for some Imperial slaves. This station is great, sells them low and has over 200k in stock. Fill the cargo bay, leave the station WHAM!!! 1.8 million credit fine!!! No ship scan, just the fine in big blue letters. Opened a ticket as I expect a ship scan warning at least. I have done this route several times and was always able to get out of range of an active scan, so not sure what this was all about?
So how can a commodity be available on the open market, but also be prohibited at the station as well? As well as having a huge stock of them. Never seen a station with Imperial Slaves having over 200k in stock at such a rock bottom price.
 
It could be a consequence of today's patch:

"- Activated Powerplay effects to make the appropriate Commodities legal or illegal in markets controlled or exploited by Powers. The System - Authorities have been informed about these changes to their prohibited lists."

However, I was under the impression that only ships scanned for these things, not the stations, and while inside a station you couldn't be scanned by an authority ship.

*edit* you can be scanned while on the landing pad of an outpost. I've had that happen in the past.

This happened before the patch. I have also been doing this run for quite some time and this is the first time this happened. I received no scan from the rozzers, and was almost out of mass lock. The fine just popped up, was very frustrating. I am not paying this off until my ticket is looked at.
 
Roleplay a bit. Obviously, there was a customs guy stood by your pad watching the slaves get loaded on board. The moment you undocked, he clicked 'Send' on his ticket machine :)
