[PROPOSAL] A simple solution for non-overpowered heatsink synthesis

I think heatsink synthesis should be in the game.
It would be incredibly useful, especially for explorers.

PROBLEM: heatsink spamming.

To prevent heatsink spamming just implement a 10 minute delay between firing the last heatsink and the option to synthesize new ones.

The delay could also be longer of course.
