I had a quick look into this for you, and from what I can see the protas is a mount that takes a VR hand controller and mounts it in such a way as to emulate a hotas. From what I've seen that's what No Mans Sky does, but I don't think Elite supports using the movement of the VR hand controllers, only the buttons, so no, I don't think you'd be able to use the protas. You could test this, see if you can bind a hand controllers movement to an axis such as pitch or throttle.
You might be able to do this with additional software, I don't know of anything specific, but I'd imaging there is probably an application that sits between the hand controllers and remaps them to a vJoy axis, somewhat like Joystick Curves, or Universal Joystick Remapper does?
