Description
Deliveries to the Rabh system will help mass-produce a pulse wave xeno scanner which can analyse Thargoid Titans.
Dr Maximo Fonseca, the Allied scientific liaison to Aegis, outlined the initiative:
The Thargoid capital ships, now designated as Titans, are the top priority for both military and scientific study. Reaching these gargantuan objects is hazardous since it involves travelling through the Maelstroms’ corrosive environment, avoiding hostile Thargoid vessels along the way. But even at close range, ship sensors have been unable to obtain meaningful data on their composition.

In response, Aegis has fast-tracked a project to modify the xeno scanner originally developed by Professor Ishmael Palin. This adaption utilises the electromagnetic technology found in pulse wave analysers, casting the scanner’s range over a much broader area.

Simulated tests show that the pulse wave xeno scanner should be able to identify points of interest on a Titan’s hull. But the research effort requires as many pilots as possible to verify our findings out in the field. We are therefore gathering the supplies needed to manufacture the module in large quantities.
Aegis will reward pilots who protect trade ships bringing vital commodities to Muller Terminal in the Rabh system.
The top 25% of contributors will receive a free Pulse Wave Xeno Scanner, which will be placed in storage at Muller Terminal.
The campaign begins on the 25th May 3309 and will run for one week. If the final target is met earlier than planned, the campaign will end immediately.
To earn rewards, you must sign up as an active participant before handing in Bounty Vouchers at Muller Terminal in the Rabh system. Only bounty vouchers handed in after signing up will count toward your personal contribution total.
Please note that if you have any crew members, a proportion of your bounty vouchers will be automatically assigned to them. These bounty vouchers will not count towards your personal contribution total, and your crew will receive the reward for these bounty vouchers when they are handed in. The proportion of bounty vouchers assigned to your crew will depend on their rank.
Be aware that faction-state changes and other disruptive events can negatively impact markets and station services, and could prevent the initiative from running smoothly.

CD-51 1447 Imperial Society has a Boom in their home system. There are some installations - maybe one of them would work, too.
 
Three installations in CG system, though I haven't yet checked if they are spawning battles.

System were there in boom/expansion are needed so give the home system time and the CG cargo delivery will flip the CG system state...
CD-51 1447 is allready in boom... so might end boom before CG ends

The hand in location has a controlling system faction that wants bounty vouchers for you killing wanted ships in their space...
But this faction is not limited to a single location... the bounties can be found in any of these factions controlled space... so when a ship with a big wanted in red flys in front of you you can kill that ship and get a bounty for that ship from that faction...

Not every area in a system is controlled by the controlling system faction. Different location in a system can be controlled by another faction as they run and own that object or base... or installation or megaship or fleet carrier parking spot...
Your task is to work out how to find these areas of space that will give bounties for that faction... (Or you can just scroll back/up and read the locations...)

The key point are you must visit a station and sign up on the mission board to CG before you visit the hand in system station and hand in bounty vouchers at the station..

Were you go to kill ships is up to you...

The post above this gives you more detail, but if you're still unsure then let's keep things simple:

1) Sign up for the CG first, which you can do from any station with a mission board.
2) Go to a Haz RES (Hazardous Resource Extraction Site) in Zeta Pictoris, and kill any ships that show as "Wanted" when you scan them. You should get bounties for the CG faction. I assume from your combat rank that you can deal with the level of enemy ships in a Haz RES.
3) Turn in the bounties AT THE STATION SPECIFIED IN THE CG. Don't just turn them in anywhere, and don't turn them in before you sign up for the CG.

Don't just open fire on any ship at the Haz RES without checking if it's wanted - there are clean ships there and you'll get a bounty on you if you attack them.

Zeta Pictoris is re-entering Boom, at least.

When I was fighting at installations in Zeta Pictoris, I kept getting the power capacitor scenario and apparently power capacitors are made out of tissue paper, and with how hard it is to intelligently target enemies in this game, I actually failed a couple scenarios. Is there a trick here?
 
Pure Cryptographic Installation in Zeta Pictoris is owned by CD-51 1447 Imperial Society, too (and Booming).
No info on Little Peak Estate.

I had the same problem when I was fighting for a mega-ship in Iota Pictoris A.
I fought a lot to protect the megaship's power capacitor even in CG when Pulse Neutraliser was the reward, but this did not happen.
I thought I had been through many mega-ship defenses in the game, but this is the first time something like this has happened.
