You find them in the on-foot mission terminals inside stations, not sure which category they appear under or if they are linked to System state and I assume they are not a guaranteed option, I've seen them appear now and then in various stations.

They are relatively rare. You might have better odds with better relation with the local factions. They are said to be "wing" missions, but when I tried they weren't too hard. I died at the last wave with a laser gun+frag grenade combo, but that was partly me. And the insane grenade accuracy and reflex the NPC have.

The icon is a shield icon with the wing mission icon at the bottom.
