The traders have made things better (If only FD would fix the sideways trading rate to something more reasonable then 6:1), but it is usually the opposite problem I have; always getting Proto Heat Radiators instead of the Proto Radiolic ones.
A while back it bothered me so much I made a post (including how many HGE's I had found, and then only a small portion of them that were Proto Radiolic Alloys) and added suggestions on how to make it fairer:

I'm not sure how the new ADS mechanics will affect HG USS's in the upcoming update, but I hope there will be an effective way to influence whether you get primarily Proto Radiolic Alloys or Proto Heat Radiators, for all our sakes

SHORT ANSWER - HIP 14031 - Its uncontrolled currently by superpower, has high tech and industrial, and a decent population, I just came to this thread looking, went to this system and hge gave me them, then relog jump out of the hge and back in and more will spawn. 0 - 100 PHRs in 20 min.

I knew about farm but had difficulty finding an appropriate system that had the PHRs .
I found an HGE(took less than 10 mins, farming took less than 20mins)
For info :
HIP 14031
Independent
Boom
High tech/Refinery
Dictatorship
HGE belonged to The Independent Light Wheel
I can now synth 100 premium heatsink refills(for DW2)

Thank you CMDRs for sharing your findings, so it seems to be working at least a little bit.
There is another independent system in boom giving me PHR today: HIP 22286.
It's some 65 LY or so away from HIP 14031 so get your long range materials gatherer out of the garage and switch between systems.
Patience is needed, as I found HGE spawn rates not excessively high in both systems. Or it was simply bad RNG luck.
