Proto-Lagrange Cloud rarity - bugged

Thread resurrection but can anyone confirm if proto lagrange clouds are even still in the game?? The reason I ask is I am currently around Colonia and went to the system given in the codex (Eol Prou PX-T D3-1363) to scan for the proto lagrange cloud. Scanned both notable stellar phenomena signals, neither were proto lagrange clouds.

Also tried another system known to contain proto lagrange clouds, namely Eol Prou LW-L c8-17. Again two notable stellar phenomena signals. Again neither of them are proto lagrange clouds.

I'll continue searching via EDSM but two systems that are known to contain proto lagrange clouds now having none suggests it's not going to be successful

Searched Eol Prou PX-T d3-1718. 3 notable stellar phenomena signals. None are proto lagrange clouds.

I have been scouring the Perseus arm for the past couple of months without a single Notable Stellar Phenomenon. According to EDSM there's only been one system in the entire region. Starting to wonder if it's even still possible.

Coming back from Beagle Point, I explored the 8 ELWs of "Abyssinial Hidden Paradise" and most of them had stellar phenomena and the non-ring ones were all PLCs. Then I found an ELW of my own, so near that it might be considered the 9th but that had no stellar phenomena. Makes me suspect these things might be manually placed.

I searched all the Eol Prou sector systems that have proto lagrange clouds according to EDSM... all of them were negative. Went back to the main populated zone and checked the system i'd visited to get the proto lagrange cloud codex entry for Inner Orion Spur... still there. Two of them.

I do realize that this is an old thread, but I bumped into a proto lagrange cloud today. I have no idea what I was supposed to do with it though.
