cross platform mechanics like this are not difficult as you think to implement, just because it isnt done often, does not mean its impossible or difficult, its just most developers dont care or dont see a reason to spend the resources to do so, this question becomes more complex if you talk about direct play, but sharing simple content in the same game across platforms is not all that hard to implement.....the only really questionable thing is performance, as the blueprints could get quite complex and might could be hard to run on consoles depending on this, but honestly, its the same concept with PC as well, as not everyone has powerful gaming desktops. but the PC audience is more understanding of performance dips.
most games dont have crossplay as there can be an advantage in a lot of titles using a mouse and keyboard, though some games where that isnt an issue do it, Rocket League for instance is cross play with PS4, XBOX and PC....all those platforms play together.

Like you said yourself, the real problem is money. And the market just isnt there for the new consoles yet.Actually my belief is that the "current" ps4 isnt even 3 years old, and theres already another console? you really think in another 3 years people will care about ps4? Highly unlikely. I'm already hearing bad things about PSVR compared to Oculus (which frontier supports Oculus... so theres that too)
If RCT3 had been released on consoles in 2005 you would not have people playing it 10+ years later like people did with RCT3... consoles dont have longevity, making all the extra peripherals a waste of money. How many times you gotta buy new controllers for a new console? I still have the same mouse and keyboard for almost 10 years, but my hardware is easily upgradable, something console gamers seem to not understand. There isnt even a big enough market of ps4 NEO owners to get a good amount of sales.
Consoles are good for certain things like shooters, sports, RPGs.
Computers are better for RTS, sim management, and construction games
