PS4 issue - Purchased Add-Ons Never Downloaded, but shows as "Installed"

Purchased 3 add-ons for Jurassic World Evolution from the Playstation store, and have not been able to get them to work. Here are the details:
  • Downloads never started after transaction completed.
  • In the Playstation store, the "Download" button appears, but selecting it brings up the download screen for a fraction of a second, after which it disappears.
  • In the library, all three show as "Installed"
  • In the Download List in the browser site, they show as "Purchased".
  • The add-on content does not appear in the game.

I have tried all of the following, with no change in results:
  • Turned PS4 on/off
  • Reset Licenses
  • Activated/Deactivated as Primary PS4
  • Deleted and reinstalled the game
I tried downloading other content, which worked fine, and confirmed that I have 800+ Gb hard drive space. Game and console are both from the US, and I am in the US.
Any other ideas?

Dinosaur Pack, Cretaceous Pack, and Herbivore Pack. I had progressed through all missions on all islands prior to purchasing. Do I need to just keep playing in campaign mode for the new content to appear?

If you have functioning fossil- and expedition centers on all campaign islands, and you've completed every island, I have no clue. Get at the support team.

Hi,

I have a problem. My game crashed again and this time it's been showing that my save file is corrupted. It still has my save files from other things but I have to do Claire's Sanctuary and RTJP again to have some things like the sandbox modes. I completed RTJP again and worked on a few challenges in order to get some of the skins again. I completed Muerta East and was on Muerta Jurassic Mode until it crashed again and said my save file is corrupted again. It's really confusing and I don't know what to do.
