Yes they are available in Europe. You can buy the DLC from the front menu in the game or from PS store. It's put out as an individual title I believe, so you need to search for Dr. Wu. Not JWE.

Dunno but it is not the first time JWE content is delayed for some or another reason on PS4. It is kind of frustrating. Do you guys have problems with the hardware per se? When do you detect those issues? Or are there problems with Sony and there handling in terms of quality requirement?
