I bought Odyssey on Steam in December 2020 to take part in Alpha tests. I left my feedback, read through a lot of feedback from other testers and waited for the launch.
As I was greatly disappointed with the state of a game, which simply does not work as advertised and is a faulty product, I requested a refund via Steam.
Using standard refund process I was declined automatically as it was more then 14 days after launch. However I used an option "I have a question about this purchase" (Help -> Steam Support -> Purchases) and my ticket reached an employee. I politely described the problem, told them that product that I bough is not in working order, linked them article about consumer guarantees and after 1,5h I had money back in my steam wallet.
Since that Arthur was so kind to confirm on official stream number of elements that do not work, so I believe it should make it even easier to request a refund based on consumer guarantees.
