If you are attempting to get a specific economy online. Feel like you have done the correct thing and yet the station is still showing colony. try docking and see what it actually is. The galmap knew this was refinery but just visiting the system it did not look like there was a refinery. It's there hidden behind the Colony label. Most are likely still colony but do dock up just to make sure.
PSA listed market and actual market in colony stations may not match.
