After many lightyears travelling and much searching forums I have found out there is a bug that only passenger missions currently give these. Heads up to all for Qwent who are also wondering .

I've just sold some I collected for doing missions. They weren't passenger missions as I rarely do those. I have a feeling it might help if you are allied with a faction.

I've been grinding passenger missions in Duamta the last few days. Either sold or jettisoned at least a hundred MTs.

I got about 100 terminals from Rhea, lot of commanders were happy when I dumped them 4 by 4 over the course of its popularity
