(BD+23 3151) is not far from where you are, just a couple jumps. You can go to "McCoy Terminal" which is an outpost with a black market and no feds. Also "Bamford Ring" is one of the starports with a black market, but it's patrolled by many feds.

This system is where I have made my temporary home and it has a large population of people.
