Purchase System Data Gone?

I have just done another fresh start and I see that I can't buy system data for systems within 20ly any more - the option is disabled / redded out on the galaxy map. Is this a bug or is it a definite policy now?

(I did search but for some reason not even the googlythingie was of use.)

I saw systems today that I could buy it from.
It must not exist where you are currently? I don’t know; I’m new. But I saw system data available for me to get in some, not all, systems today.

I wonder if this is a Codex-filling thing? - There were a couple of places that I could buy data for but in the main the surrounding systems are just not available to buy any more.

My guess...

In order to purchase system data, someone has to have sold it at a station you have visited (maybe recently). That's how I think the old system worked, i.e. if you've visited a station where the data has been sold, then it is available to purchase on the GalMap. With the reset of all of the exploration data, all of that sell data would have also gone away, and the galaxy has only had a few days of people selling data in a few locations, so most data is generally unavailable for purchase.

I've run into that once, so far, in a system I could have sworn I'd been in already before the update. No data and none to be purchased...

Well at least one can use that as a balm but I would have liked to have seen something about it from F D - just like I would have appreciated being told that my G5 modded DSSs had their modification changed and "grandfathered" down to G3 mod level.
