Purchasing New Ship

You can store weapons and utilities, core and optional modules, but there is a limit of 120 modules stored.
You cannot store cargo

However, if the destination ship has enough cargo space the cargo will be transfered, otherwise you will get an error and you cant transfer to the other ship
 
. . .but you can store outfittings and modules on your old ship as well and in addition to the 120 spaces of general player storage. Mandatory core modules will be replaced with low grade replacements at minor cost and those can be sold later when proper outfitting is returned to its place. As Northpin said, any cargo you have must stay with you and fit into any outfitting of a ship you want to switch to. If you can't seem to get a ship swap it will be calling for for too much cargo space. Those Limpets count too and will require a controller be fitted on any ship you swap to.

And remember if you are running a fast transport ship with no intention of stopping to fight, than you can undersize things like shields and power. This saves weight for speed. An outsized or over engineered power plant just generates heat and weight you don't need. Not fighting, than you don't need to carry weapons. They would just add weight, slow you down, make you think too much and raise your rebuy unnecessarily. No shields, than you don't need those shield boosters either. If they can't catch you they can't hurt you. Thrusters. Focus on your thrusters. And bulkheads. Military or Reactive Surface Composite gets you enough protection to deal with hits and still get through things in a relaxed fashion.

You can transfer modules from an old ship to a new ship, but you need to put them in storage as an interim step. Dismount module from old, transfer to new ship, then load those stored modules. There is no direct "grab that thing from my other ship option"
