Purpose of skirt

What is the purpose of the skirt then if we are locked out from it and can’t use it or build rides over it? Just for filler so that there is something there rather than just black like old RCT’s or just sky?

Yep, it's to look good.

That having been said, in a game like this looking good is important, and they needed to do it without expending much of the customer-machine's resources -- a static, monolithic 3D object probably made sense at the time. Now, somewhat less.

Man I sure miss the days of having a background that was all water, so you could make islands. Or having the terrain outside the border of you park adjust to height of terrian, or lack of terrain(having water touch the border could make it look like a beach). I know it may seem small to devs, and possibly others, but the outside of your park boundary adds a lot to the overall feel of your park. Oh well.
 
RCT3 has a spooky background, I forgot about that. I haven’t played RCT3 in a while. It’s a shame that Planet Coaster is more restrictive with the backgrounds or skirts, that you can’t do anything with them or modify them whereas in RCT3 you could have no background and have water go out into infinity like an ocean, and when you raise or lower the land at the edges the surrounding land adjusts so that it blends in. Planet Coaster has cliffs if you flatten the land at the edges but the grassland has the least amount of hills at the edges and if you flatten the land at its default height where the park entrance is there will only be a small cliff along the back edge and land slightly raised at the front on the entrance side if you select all available land in the editor.
