PvP in Anarchy Systems?

Just "curious"... if I kill another Commander in an Anarchy system, will I incur a bounty?

Reminds me on that guy "It was fire by accident" with 27k on his head..

As far as i know, there will be no bounty for crimes done in anarchy systems.
