PVP like most other games implement PVP

REQUEST
========
Allow 1 world where PVP players and non-PVP players can co-exist.
If you don’t want to do PVP, you switch it off and nobody can attack you.
If you want to do PVP, you switch it on and can attack other PVP players and can be attacked by other PVP players.
You can only switch on PVP if no other PVP players are directly around you (avoid sniping by unexpectedly switch from non-PVP to PVP).
You can only switch off PVP if no other PVP players are directly around you (avoid fleeing into non-PVP).

REASON
=======
This allows players to live in a lively universe with other players, without being forced to do PVP. They would still be able to enjoy cooperative play player vs environment though.
At the moment the game filters out their userbase so that only players who want to do PVP combat remain. All others are banned to an „empty“ universe with NPC‘s only.
This cannot be in the interest of Frontier as it makes the game unattractive to a large part of players.

There are some large non pvp player groups for people who want group play without pvp. The issue is the galaxy is huge and there aren't many players even open is mostly empty. The game is a victim of it's own scale in this regard and I don't see running yet another server split to be a positive direction.

Yes, please. The players with PvP off could have different icons on the radar. Maybe a smaller hole in the icon or line gaps in the icon corners.

I'd say you could toggle PvP in stations.

Too late. The game was already attractive enough for a large part of players for 10 years now. As for the interest of Frontier in Elite: there is not too much of it, seems more like a hobby to them IMHO.

"Attack" is the tricky bit here, since it covers a lot more than just weapons use. "Most other games" have a much clearer distinction between "interactions which are attacks" and "interactions which are not attacks".

Is ramming an attack?
Is ramming that doesn't do damage directly but still bounces you into a solid NPC object an attack?
Is ramming that doesn't do damage or bounce you but stops you getting out of a trespass zone before the NPCs start shooting an attack?
Is sitting peacefully on a landing pad minding your own business an attack? (Yes, and a very severe one, if you read the posts from players at a busy CG)
Using regen beams to heal your wingmate's shields certainly isn't an attack ... but what if you're PvP off and your wingmate is PvP on and fighting someone else?

The solution ends up being, given that another player can inconvenience you just by being in the same instance without having to directly shoot you, to have the PvE-mode players not instance at all with the PvP-mode players.

What if I don't want to be in a so-called 'lively' universe with other players? Even though FD fell short <cough>offline</cough>, at least they created solo mode.:)

I think you need to book a room in a certain Hotel.

No. Why?
"Allow 1 world where PVP players and non-PVP players can co-exist." Open mode
"If you don’t want to do PVP, you switch it off and nobody can attack you." Solo/Squad mode
"If you want to do PVP, you switch it on and can attack other PVP players and can be attacked by other PVP players." just switch modes for the same effect.
PvP flag on/off. Gank other players for a while, run away switch flag off then watch them being unable to retaliate (that's example of one problem that it might cause).

I think that more reasonable choice would be PvP arena with different modes in solar system scale. You could simply queue for a match in specific mode then wait for invite. It could be also tied to power play system.

There is no reason to agree for one specific system to be PvP area, just convince enough players through forum or other means for it to happen.
