Little bit confused here. In outfitting the Python shows it has a Class 1 slot for Bulkheads yet builds in Coriolis show this as a Class 8. What am I missing here?

I'm not sure that class really has any meaning for bulkheads. There's basically one size of bulkhead per ship, and you can't fit any other class nor can you put bulkheads from one ship on another. I'm not sure why the inconsistency in Coriolis but either way bulkheads are bulkheads..
