Q about Navy progression missions

I've just got hold of a load of personal weapons that were needed for some progression missions I saw.
I didn't accept the missions mainly because there's normally at least on around. Also because I had no idea where to source them.
I figured it would be easier to buy said items first then go accept and hand in missions. Now I'm back I cant see any of those missions again.

Now I have two questions;
1. Am I just having no luck with mission generation or should I ditch the cargo?
2. Is this method even viable for these missions?

Murphy's law. If you ditch the cargo the mission will pop up, if you keep it you'll never see it. Probably worth being a bit patient as I found the navy progression missions popped up quite a bit. I didn't do it the way you are trying though, but I doubt (hope) that the game wouldn't stop spawning the mission and the cargo requirement purely because you have it in your hold.
