Will 1 x CMDR unlocking the petal head nests using the new UA, UP and whatever else, be sufficient for ALL the Wing to utilise in any given instance, or do all Wing members need the said UA, UP whatever?

Yes the person who has the UA and UP can open the doors for anyone who comes by. The device in the control room can be activated by one person and will be seen by all.
