A Merchant Ship outfitted with weapons (preferable hidden)
In Elite, a ship that is a merchantman sent ahead into a system hoping to draw an interdiction from Pirates and survive long enough for the ships of war to arrive?
Possible? Subsystem scans in super cruise would only show the Cannon, Multi cannon and the chaff, no?
The Rest could be cargo space.

Kinetics for power conservation and 4 pips to shields.
Yes, fight not run (assuming reinforcements arrive....)
I know Armour doesn't do much in PvP but what else would go in those slots and not every hit will be onj target on the power plant so extra armour of the Cargo ship, Arm: 282 plus whatever the Military composite affords
B grade power plant would mean down grading the shield cells.
