Newcomer / Intro Question about Assassinate Generals

What I have read about is to wait until he fires otherwise I will become wanted.

That's what I have done.
I am currently Allied with the Feds,
Received a job from the Alliance, followed the instruction,
end up to a Fed non-anarchy system.

Jump into the USS,
put on my KWS, Scan the Dropship,
(scanning doesn't put money on your head right?)

Wait until he fired his beam lasers, had a message from the Comms.
He still wasn't wanted.

I have no time to wait under a Dropship's beam fry,
I return fire then comes his Viper Wing.
Clean at that moment.

So I take the dropship down, powerplant explosion
Boom. I am wanted.

9k bounty from Federation.

Not the first time,
the first time I got into these missions I was too busy thinking there shouldn't be a Dropship here,
and it is a "Federal Navy Ship".
Being shot at then check the comms and
oh probably I have to shoot this guy, started the scan.
Neutralised target, I became wanted.

I know how KWS and wanted thing works, system independence.
"You are wanted here, doesn't mean you are wanted there." IKR.

I've read some say because I fired first, therefore I am guilty. It is not a bug
How about I am not the first one firing, turns out being wanted when the ship blow?

So Question.
How long do I have to be fried until a "Federal Navy Ship" become wanted in a Federal Non-anarchy system ?
9k bounty probably from killing military vessel but not a random bloke.
Or it never turns into wanted just because it is a Navy Ship.

Fair enough. Put simply, it's possible (or, at least, was, some time ago, when I did it) to complete this mission without collecting a wanted status.

If the ship is firing on you (and hitting) and you're in a suitable jurisdiction, and he's not becoming wanted, then that's a plain and simple bug.

(Unless you were already wanted there, but sounds like that's not the case.)

AI sounded Under Attack
My shield is taking at least 2 source of fire.

Absolute clean at that moment, that was the first time I head into such system just for getting mission done.
If it was an anarchy system, Gen. wasn't wanted, I should't be wanted that make perfect sense
however I became wanted after blowing a Navy Ship up while he wasn't guilty for shooting random ships.
It was a Democracy system.
