Question about blueprints that lower emissions.

Do the low emissions powerplant and clean thrusters blueprint reduce detection range/chance while in supercruise? Hoping it might reduce interdiction opportunities.

Judging from my own experience...no. Once you put some cargo on your hold or accept a mission it is like triggering an "event", so no matter what an NPC will try an interdiction on you for that "tasty" cargo.
 
What if a player hasn't accepted a mission and isn't' carrying cargo? Maybe they are just exploring, scanning planets.

the chances of getting interdicted in that case are rather low - up to zero chance >500 ly from sol, and similar in high sec security systems.

so, checklist, if you don't want to be interdicted:

around the bubble:
- do not carry cargo
- have no bounties on your head
- stick to high security systems
- have no mission
 
What low emissions CAN do, however, is help you escape after successful interdictions - low emissions means it's trickier to lock onto you, especially at a distance: May not be as effective with omniscient NPCs, but the accuracy of radar lock depends on your heat signature.

I'm sure NPCs with turrets/gimbals have a harder time targeting me since I RNGineered some clean drives and efficient lasers, but I may be imagining it!

Only reliable way to get rid of NPC's chatting to you via comms for "tasty Cargo" is a class 4 beam laser to the face once dispatched there tends to be a quiet period of uninterrupted bliss in my experience, other than that you can run but they will keep following you.

There is no easy or hard to lock on. There is just two options lock or no lock. If you have lock accuracy of turrets or gimbals are calculated normally if no lock then there is no auto tracking. There is no weak lock on with reduced accuracy. Low heat mean you can be closer to other ship without them being able to lock on you or see you on scanner, But at the best this is still around 500 m. And because NPC use mk I eye ball they spot were ships with low heat are. Which is why many say silent running or cold running doesn't work on npcs. With low heat builds or by silent running you can lower range npc can scan you, but that doesn't make you invisible for them and they will be able to scan you if you are close to them.
