Newcomer / Intro Question about Fed Navy and Skimmers

I'm so confused about certain aspects of this game. So I take a mission to "Clean out Skimmers", and do my due diligence and search Google. :) So I land 250ish KM out from the outpost, jump in my SRV and start driving. Find a Fed Navy ship just sitting on the ground, and immediately start googling how to steal it. Yea, no go. So I ignore it, and drive a few hundred meters away, and find a POI and some "Wanted" skimmers that are also "Mission Target". So I blow them up. Yay, the world is safe for humanity again..........

Suddenly I'm being blasted by the before mentioned Fed Navy ship, and in short order, I'm back in my ship with no SRV. Here's the thing, I shot a "Wanted" target, had no bounties or fines. I was not in the trespass zone, and I'm Allied with the Fed Navy. Why the H@@# do they attack you for killing something with a bounty. That's what I do, I'm a dang bounty hunter. Any ideas why?

P.S. I learned later that flying your SRV up and attacking the "Hostile" Fed Navy ship with your SRV guns really isn't a option that you should try. :)

Yeah I don't like this feature either. To me if the skimmers are "wanted" then why does the security protect them? One can only assume that the ship belongs to the same faction (I never checked this) and so protects the base and if so then why are the skimmers "wanted"?

Daft innit?

One thing though - I discovered that being blown up in the SRV doesn't count as a death / insurance claim in the stats - so seems even more stupid.

If you check the Fed Navy ship it will be aligned to a minor faction. If that faction is the same as the skimmers (usually the case if close by) then it will attack you as it is defending its faction's assets. Fed Navy doesn't necessarily mean legit :) even if the ship is clean.

I've always found this a bit confusing.
I'm wondering if it's something to do with the different factions in the area.

For example I've done planetary scans then got back to my home base to find I'm 'Wanted'.

That's because the planet base I scanned belonged to the controlling faction of my home station and the scan mission was awarded by one of the other factions at the base.

I think that a similar system exists with the bounties. The bounties are posted by the faction you annoyed - not the Feds.

I'm new to this so I might be wrong.

I'll have to try that tonight when I get home. I've found a simpler way of dealing with it. Just take missions to "No" security bases, and then you can blow up everything, as we're all Lawless. I see a ship coming, I call in my ship, and we blast it. :)

I've tried it about 15 different ways trying to isolate it down but never saw anything about factions.

Errrmm... are you sure? 2.50 km, ok. But 250? The SRV usually drives up to 20 m/s, anything above that, and you'll be flying. Under racing conditions, you'll need around half an hour for 50 km ( https://www.youtube.com/watch?v=eS29Lc2_q8o ), spending most of that time in the air. Driving 250 km would take something like 3 hours.

Apart from that - only shoot skimmers if there are no guard ships around.

Actually I find mission targets up to 400km away from the base. Fly around until I find the blue circle for the POI on the ships radar, guestimate to the center of the circle, land, launch SRV, and use the wave scanner to pinpoint the Skimmers. I never fly my ship within 100km of the base.
