Engineers Question about getting Sirius rep.

After grinding so much for my Fed Gunship, I'd much rather fight for rank. I've seen HIP 8396 suggested for that, but Sirius isn't controlling faction there.

Can i still get bounty ranks with them there, or will it all go to the Black Hand instead? And if i do combat vouchers, is it the same deal? ( assuming I side with sirius that is.)

If that doesn't pan out, what's the fastest way then?

The system has fallen to The Black Hand, so they'd get the influence and rep. If there's a war or civil war, you can gain rep with Sirius Corp by siding with them. Also, if you can stack a few massacre missions, you'll help your rep and credit balance. It doesn't help with influence, but you'll be cashing in bonds for that.
