Question about "Guest count" from Jurassic World Evolution page, what do mean?

Well, I just saw that Sorna Island has "guest count: 1570" while in Tacano Island it says "guest count: 4972", before I thought it was the capacity of guests to the park but what I see is not going to be.

so it is illogical that Tacano has more capacity than Sorna.

What are going to refer to? to the guests we will have when starting this island?

That makes senes, I was thinking it was the base count too before you started to add more and more features/dinosaurs.

That doesn't make any sense cause of what they said about Sorna. Dinosaurs are roaming free on Sorna and it also has a guest count. Unless people are just showing up getting eaten by Dinosaurs as soon as they step of the mono-rail which shouldn't be there either.

Sorna is unlocked on the games official site. Though it doesn't say much about it. Oddly Pena and Nublar are still locked.
