Question about Horizons

Can you land on a landable planet if you don't have Horizons? The reason I ask is that I got really close to a moon so that I could take a screenshot and some kind of meter (looks like an altimeter to me.)

If you try to land without Horizons, the game will drop you out of supercruise when close enough, saying no landing module installed etc.

The games are a similar build afaik but if you hit the line that says OC (orbital cruise) the game will perform the horizons check and drop you out of supercruise. Basically the previous Exclusion zone line is now the orbital cruise line.
