On the elite wikia I've seen pictures of a black cutter but in the store I do not see any skins at all for it, is it a glitch or mod on the pc that enabled players to have black imperial cutters? If frontier were to release that on xbox, I'd have no problems throwing about 20-25 USD at my t.v.

Might be the black Friday paintjob. Was only available on black Friday so we can't have it.
The black paintjob is from ordering horizons before black friday last year, not sure if they will do it for xbox preorder
See, special events like that where an entire community is voided from even participating even though we spent the same amount of money on the game is messed up IMO.
Though, we really should have the option to pre-order Horizons for the same bonuses...
Not sure that'll happen, as a PC player I can tell you Frontier have a history of with-holding skins long term. Like FAS skins have been in the codebase for months and months, are they purchaseable? Nope.
Maybe they "enable" the FAS with 2.1.
I think there's a good chance they open up the Cobra Mk 4 as a preorder bonus for you chaps though.

Give Frontier a chance. They haven't even announced a date yet.
I know and I'm giving them a chance, but I already know I'm getting Horizons. I would have pre-ordered already if the option was available.

As long as you get the Cobra Mk IV as part of the Xbox Horizons package, that's really all you need.
Thing is, most people seem to only want the Black Friday stuff for PvP.
The ways things are shaping up, silent running won't be so viable much longer, come 2.1. Thus, it really won't matter what colour your ship is.
EDIT: That said, you guys should get Black Friday. My post was poorly written. I am all for the removal of exclusivity of skins in this game.

I detest PVP in this game (minus CQC, obviously). I just want it because black is a nice spin on the all-white Imperial ships, and it gives a black to the Imperial Eagle and Cutter, both which lack any paintjobs at all currently.

Fair play. I'm in the same boat. (That's right, I actually quite enjoy CQC!)
Maybe this is me spending time on the Dangerous Discussion boards, which, while Bongo will say this isn't the case, they are in practice the PC-specific forum.
PvP is taken much more seriously there, in terms of min-maxing that is, and a lot of people there strongly desire the Black Friday skins purely for their silent-running builds. It's not about looks for them, it's just pure min-maxing.
Which is really against the core spirit of painting one's ship, IMO.
I see the logic in the silent running, but I just want the polar opposite of everyone elses cutter
