And to explain why, small outposts don't have security forces patrolling around, so you don't get scanned on approach.
However you can sneak into the station without getting scanned, too, it requires some practice and I would recommend to practice without the actual stolen cargo.
Eh, the sneaky approach is bells and whistles, really. Do it for roleplay Instead,
Align head on with the entrance, full speed and when the station (say: Coriolis) fills about 60-70% of your view,
put full pips to Shields and deploy the landing gear. Done right, you're in before anyone can get a scan on you.
If you want to be sneaky and sell illegal goods, make sure you turn off most of your modules then go into silent mode. This decreases the likleyhood you will be scanned. I run slaves alot in this game. Its good for quick cash.
