In the map there is blue half circles around some planets, but not all of them. What does this blue half circle mean?

It means you can land on the planet.
Just what I thought. Wasn't sure though so I had to ask.

Blue crescents are land-on-able planets (assuming you have Horizons - even if you don't have Horizons, you still see the blue crescents, though you can't actually land there). A plain crescent is an empty, uninhabited planet; a crescent with three "pillars" sticking up out of it has settlements or outposts of some kind.
