Horizons Question about NPC interdiction against Players.

What is with the super range of interdictions?
I was just interdicted by an NPC in a vulture at 4,000 Light seconds... not 4,000 meters or even 4Mmeters....
I was already in supercruise and accelerating... he was falling behind, as I had started my "warp"
before he did...

How the hell is he interdicting me at 4000 Light Seconds?

What are the OFFICiAL distances of interdiction modules?
Can they be engineered for longer range by NPCs or something?

9 seconds ( calculated on relative speeds ) is the really measure. Interception time from enemy and you. Distance is futile

My experience is that NPCs can do just about everything well beyond player limits (except fight) e.g., warp into normal space within 1-2 km of a target, while we pop in @ around 10 km; break all near-station speed limits with no sanction; get shield recharges about 5x faster; ignore mass proximity slowdowns while charging for a jump; etc., etc., etc.

They seem to follow no known rules I can discern.
