Horizons Question about planetside

I haven't played in about 3 years, so bare with me... I have had several different experiences In my SRV with skimmers at small wrecks and wanted some clarification. In some cases, I come across small wrecks that spawn skimmers. I kill the skimmers, take the loot and all is well. In other cases, I come across small wrecks that spawn skimmers. I shoot the skimmer, get fined and the loot is marked as stolen. What is the difference between these wreck sites? Is this just a bug? How can I tell the difference between wrecks I am allowed to loot and those I'm not?

Target one of the containers, if it says "Legal Salvage" then you can collect all you want. Of course you can collect the "Illegal Salvage" stuff too, you just have to do the blackmarket / don't get scanned nonsense.

I just pick up by driving through the zones and dropping off in a safe spot - some people shoot the skimmers, I don't bother as the bounties are piddling and annoying to claim. I only pick up good stuff like Platinum, Taaffeite, etc. - the rest of the dross is not worth the bother.

Shooting skimmers where the loot is marked as "Illegal Salvage" - makes you wanted with a bounty on you.

The lack of skimmer status labels means I don't do surface missions any more.

All software has bugs but it seems Frontier has a really poor prioritization model that puts customer experience last. It's what drove me away from the game in the first place. Thanks for the advice though, I'll definitely check the loot from now on before targeting the skimmers. If that doesn't keep me from getting fined then I guess I'll put in a ticket and see what comes out of it.

The status of the LOOT has no real bearing on the status of the skimmers and such. I have been running through an exclusion zone collecting the legal loot and had a skimmer commits suicide by crashing into me and ended up wanted but the loot remained legal.

I simply avoid damaging the skimmers and such and pick up the "legal" loot including some "prohibited" items if there is a station in the system where they are not "prohibited".
