Question about scan / collecting encoded data

I was unsure what this is all about until I begin to engineer my ship...

1) Why some ships got data to be collected, while some don't (if it's because of data in their inventory, then #2 and #3 would be more interesting) ?

2) Would the other ship lose it's data when I collected it ?

3) Vice versa, would I lost my collected data when other ships scan me ?

1) RNG / gameplay
2) You can only ships scan once, other things allow relog farming
3) Scanning CMDRs never gives data, only NPCs...
