I've been meaning to visit the star system Sol, but it says I require a permit to do so? I know this may be a stupid question, but how could I acquire this permit?

Petty Officer rank in the Federation.
Yep, and to get the rank you just have to do missions (regular or passenger) for factions that are aligned to the federation. If they are aligned to the federation you'll see the federal symbol next to their name. When you get to 100% of your current rank you get a special mission that upgrades you to the next rank. At least, I assume that's still how it's done (I haven't had to rank up for a while).
