Question about the in game events effected by players.

Ok so in a few videos David Braben has said that there will be events where players can choose to take a side, and eventually we'll see the results when one side eventually wins because enough players sided with it.

What I want to know is, will it be purely based on the number of players that help each side, or will it also count how much effort each player put in?

For example, say we have a conflict zone where players can shoot down eranin fighters or federal fighters. Will the conflict end after x hours and say x players fought for eranin, y players fought for federation, x > y so eranin wins. OR will it be more like x federal fighters shot down by players, y eranin fighters shot down by , y > x so federation wins?

So if you want to effect the outcome of an event, should you put lots of effort into helping the side you wish to win, or will it be equally as good just to show up and kill one fighter for example?
 
It would not be hard to have a count of ships on either side then make a decision based on how many ship were destroyed. Then the players would contribute by actually destroying ships. Dunno how it'll actually be done though.
