Question about the new C&P system

So I have a question about Notoriety, wanted status and Galaxy-wide bounties.
While I was killing pirates in an RES-HAZ site, something charged into my line of fire and got hit once. I got a bounty out of it (which is a problem in itself but not the point of this thread), as well as 2 points of notoriety.
I waited a while for the Notoriety to reset itself, and then I went to a low security site (with the 'offending' ship) and used the Interstellar Factors to clear the bounty. Only it didn't. I still see a Galaxy wide bounty on the finance tab, I still see a wanted status, with all the implications.
Interstellar Factors says that I have no bounty vouchers.
So, what did I forget? How can I clear off this bounty?

Firstly, a single shot shuold trigger reckless weapons fire, which should be a fine. So, potential bug there.

Secondly, you shouldn't get notoriety unless you destroy the ship, and even then, one point per kill. So if you got two, for shooting one shot at one ship, then again, another bug.

Interstellar factors should allow you to pay off all bounties, so long as you have 0 notoriety. so if you still have bounties they wont let you pay, while at 0 notoriety, another potential bug.

In the finance tab it only says "Galaxy-wide Bounty"
In the factors I can't click anything, so if it is power play related, it's empty.

That's pretty much what I suspected. I thought it was all a little strange..

Interstellar factors are found under contacts at most if not all low security system ports. The transactions(finance) tab, simply shows what bounties you have.

In the finance tab it only says "Galaxy-wide Bounty"

You should only even get Galaxy wide bounties (which are actually only applicable in the correct jurisdiction - Federation, Imperial, Alliance) when you commit many crimes and gain a very large bounty within those jurisdcitions ,though I dont know the exact numbers, it definately shouldn't be from a single shot (which should only be a fine anyway)

so it seems I'm bugged out. I noticed other people in the forum complaining on similar things, anything else I can do?
