As long as my ship is at or below optimal mass, that means I will get the full benefits of the optimal multiplier?

So, is multiplier more important? If I were to take a reduction in optimal mass to get an increase in optimal multiplier, as long as the optimal mass is still below the total laden hull mass, I'm still getting the better outcome?

Best thing to do is to go to Coriolis or Shipyard and see for yourself how your mass affects the pitch/roll/yaw/speed numbers.

It's a bit more complicated than this. You also have the minimum mass, below it you won't see any more benefit, but if you are between the optimal and minimum you see benefits with every ton you manage to reduce. Coriolis.io is best for such experiments. Also you have 2 experimental effects that can affect the dirty drive tuning mod: drag drives and drive distributors.
