Question about undermining with low value goods

Not much interested in powerplay but I noticed something that has been bugging me. You can supposedly undermine a system by flooding it with "low value goods".

1) What is a "low value" good. Buy price? Sell price? Galactic avg.?
2) How are points awarded for this? Profit? Supply/Demand? Low price?

Anything you sell at below 500Cr/Ton counts for this, I think, provided either demand or supply are non-zero for the commodity in the market where you sell.

Also, although not on the commodity market, selling limpets also count, last time I checked (you must have acquired them elsewhere).

2) How are points awarded for this? Profit? Supply/Demand? Low price?

Per ton sold would be my guess, but it is strictly a guess. Not many merits are awarded, anyhow.

I think the gal average price decides the number of merits and <500cr is the sale price condition.
