Firstly: I've heard that you can increase bounty payouts. How exactly is this done?

Secondly: Can you increase the payout that you receive for turning in combat bonds (obtained from killing targets in combat zones)?

Rank 1 = 20% increase of bountys/CZ's in her controlled areas
Rank 2 = 30/40/50% increase depending on her galactic standing that week (3, 2 or 1) in her controlled areas
Rank 5 = 100% increase in her controlled areas
