Powerplay question for you powerplay folk

I saw a npc ship, not wanted (it could have been a federal agent) from one of the powers, maybe it was duval), he was shooting at another npc, also not wanted but from another power... the weird thing is non of them became wanted for shooting and eventually killing the other. Understand? Whats up with that?

If i join one power and go shoot at another powers ships i dont become wanted or what? seems weird and unbelievable :O
 
It's been a bit confusing for me all along, but I always assume any action against a Clean target, even if they're labeled Hostile/Enemy, will cause me to earn a bounty.

I believe that if you're in a system controlled or exploited by your Power, you can shoot at anything labeled enemy. It is possible that shooting an enemy pledged CMDR will earn a bounty.

If you're not in your Powers' systems, I believe NPCs shooting you will earn them Wanted status, but that's where I'm unclear.

Okay, so here's how it works: If you're in your power's territory, then shooting anyone from an enemy power (even clean) is legal. Enemies shooting you on your home turf (while you're clean) is not legal. It's the same for CMDRs and NPCs.
The reverse is true in enemy territory. They can shoot you legally, and you cannot legally shoot back because they will still be clean. If you do fight you will become wanted. This is what killed Ed several times during Engineers livestreams.

What I think changed with the 2.1 update is that powerplay NPCs will now assault each other within these rules, and system authority NPCs will react to their wanted statuses accordingly.

I'm pretty sure the wanted status is broken now for PP NPCs, I've been attacked in Hudson space and they didn't get the wanted state. Report crimes was on. Before 2.0 the NPCs were getting a bounty if they attacked you in your own space. I filed the bug report anyway.
 
Looks like PP NPCs are somewhat broken now. Today I accepted pirate-slaughter mission in DK Leonis (Felicia’s space), came to Hi-RES and started to massacre recently nerfed NPCs. Everything was OK, but then I almost get myself killed.

In large fight (4-5 authority vessels, 2-3 miners and other clean NPCs and few pirates) I have being shot by someone, he turned red on radar so I used “target nearest enemy” button and returned fire. Get bounty on my head and everyone (including two authority anacondas) turned on me. I was very lucky to be able to run away with less than 30% of my hull.

Then I looked at chat history. Federal agent said standard “pirate’s speech” about cargo (yes, I carry some engineer’s stuff even in RES) and attacked. But not get “wanted” status. The most interesting thing is that I NOT pledged to any power.
