Newcomer / Intro Question on Bounties, K-Warrant Scanner and Fines

So i equipped a KWS and went into an Anarchy zone. I went into an Unidentified Signal, and there was a Type 6 Transporter there. He was clean, so I used the KWS, and when I looked up his details he had a 7,000 CR bounty. So I opened fire, killed him, but got a 400cr fine for shooting him and a 5000cr fine for murder; yet also the 7,000cr bounty. When i docked total fines against me were 8100cr in total.

Could someone explain what I did wrong, or is this normal? Thanks.

Yeah, so I checked and I'm in Falisci. On the galaxy map it says Anarchy, but it's just been flipped to the Empire with the community event.
