Question on Bounty Cap/vouchers

I was reading through the Powerplay notes and came across this

"Reduced the bounty cap to 1 million credits per voucher"

What exactly is this referring to?

A bounty against you, i.e. when you commit crimes. You can still collect as many bounty vouchers from criminals as you wish.
 
I thought the cap for bounties "against me" was at 10 Million?

Well, the cap was originally implemented (or was it merely announced?) at 1 million, and then increased to 10 million in the 1.3 beta.

10m is far more reasonable cap, but it's still low imo, a PC bounty should be far more substantial I'd say cap at 50 or 100.
 
Both of these are from the same changelog list.
If the personal bounty is capped at 10 Mil.
What is the 1 Mill cap referring to? Surely its not saying "You can only kill 1 million worth in bounty vouchers before turning them in. We'll stop counting after that."

The per faction cap...no one can hold more than 1 mill in credits with any system faction...up to 10 mill total. Thought that was where we were at. In 1.3 there will be no Galactic faction bounties...all bounties against a player are held within the jurisdictions that applied them.
